Upgrades can be made at any point in the year's term of your account, and are charged pro-rata.
It is not possible to downgrade webDesigner accounts, therefore make sure you choose the package you think you will need from the outset. If you have to downgrade you will have to need start a new webDesigner account at the correct level and discontinue your existing one.
